Dr. David Blumenthal, the Obama administration's National Coordinator for Health Information Technology, said on Tuesday that patients can choose to omit procedures such as abortions and positive HIV tests from the electronic health records (EHR) that every American is supposed to have by 2014 under the terms of the economic stimulus law that President Barack Obama signed last year.
Blumenthal's office, a subdivision of the Department of Health and Human Services, was created by the stimulus law specifically to generate the standards and regulations that will govern the federally mandated use of EHRs.
Section 3001 of the stimulus law charges the National Coordinator for Health Information Technology with overseeing the "development of a nationwide health information technology infrastructure that allows for the electronic use and exchange of information" that, among other things, "reduces health care costs resulting from inefficiency, medical errors, inappropriate care, duplicative care, and incomplete information" and "provides appropriate information to help guide medical decisions at the time and place of care."
The law requires Blumenthal's office to set "specific objectives, milestones, and metrics with respect to the following: (i) The electronic exchange and use of health information and the enterprise integration of such information. (ii) The utilization of an electronic health record for each person in the United States by 2014."
In order to get hospitals, doctors and other health care providers to comply with the creation of EHRs for "each person in the United States by 2014," the stimulus law provided for federal bonus payments to be made to providers who generate records complying with the federal standards by 2014. Health care providers that do not use EHRs that meet the federal standards by 2014 will have their Medicare and Medicaid payments progressively diminished as a penalty for failure to comply.

DUMMERSTON, Vt. -- A message to all those concerned with the 2008 presidential election - Republican, Democratic and independent: it's irrelevant.
Who cares whether your candidate is for or against abortion or gay marriage or tweaking the health care system? Who cares how he/she feels about Ronald Reagan? Who cares if they are for or against impeachment? It's as irrelevant as Jimmy Carter's observations on George W. Bush are not.
We, as Americans, are in a vast state of denial. We're acting as if everything is OK, as if times were normal, as if we can carry on, in 2008, as though the Bush administration never happened.
But everything that has not already changed is changing now.
A chill ran through my body a few days ago when the news broke that President Bush authorized the CIA to conduct a covert "black" operation to "destabilize the Iranian government."
According to ABC News , the plan includes "a coordinated campaign of propaganda, disinformation and manipulation of Iran's currency and international financial transactions." And this is in addition to our current massive multinational show of Naval force in the Persian Gulf.
At this point on the Outrage Express (which is what I call the bullet-train of fear that's been running through my veins since George W. Bush became President) I have two main focuses.
One is that the man is mad enough to start another war - possibly with nuclear weapons - against Iran. No diplomacy, no concern for life, no immediate threat, no nothing. And this is already well under way.
The other is that somehow, in some way, God - the one Mr. Bush claims is talking him through all of this madness, mayhem and murder - will convince him that times are so dangerous that he must stay in office even after his term is over.
I hear you saying, "She's paranoid, right?"
Then take a look at National Security Presidential Directive/NSPD 51, also called Homeland Security Presidential Directive/HSPD-20.
Under this directive, President Bush entrusts himself with leading the entire government - not just the Executive Branch - during a "catastrophic emergency."
He makes himself the American czar, in keeping with the war czar and the drug czar and whatever else kind of crazy czar he's got down there in Washington.
The correct word for it, however, would be "dictator."

Note that "regardless of location." Could be in Iran. Could be in New York.

But this person - for obvious reasons, we can assume it's a man - has no "directive authority." He gets his marching orders from the top, from the President himself.
"The President shall lead the activities of the Federal Government for ensuring constitutional government."
Ensuring constitutional government? But doesn't constitutional government mean three equal systems? With checks and balances?
Forget it. According to this, during a "catastrophic emergency" constitutional government means "a cooperative effort among the executive, legislative, and judicial branches of the Federal Government, coordinated by the President."
And doesn't that just make your blood run cold?
Yes, there's lip service about respecting "the legislative and judicial branches and with proper respect for the constitutional separation of powers among the branches, to preserve the constitutional framework under which the Nation is governed and the capability of all three branches of government to execute constitutional responsibilities..."
But the president has leapt to the head of the class.
And the duration of his new and improved powers? How long does he get to play king? It's open-ended - of course - "until normal operations can be resumed."

Sanskriti Samvardhan Mandal (SSM) www.ssmandal.net established with a view to educate and empower the deprived rural people of village Sagroli located on the borders of Maharashtra, Andhra and Karnataka. With a homely shelter for 500 orphans, SSM provides education to 4000 students.
There is still a great deal of apathy among parents as far as education is concerned. Most of the parents are poor farmers or farm labors who are either illiterate or undereducated and lack an awareness about the importance of education as an impact of the erstwhile Nizam State they were brought up in. Moreover, since the village Sagroli and the surrounding area is located on the borders of Maharashtra, Andhra Pradesh and Karnataka, there is a general negligence towards development on the part of the Government machinery. As there is no school in the 10 Km of radius, our school is the only option for the children from 10 surrounding villages. Presently, they travel by auto-rickshaws & other hired vehicles which is irregular and also unsafe for the children. No Bus service is available. This has affected on the performance of children in all respect. The girls are the first victim. Normally the rural parents discourage the girls to continue the school after 8th Std considering the unreliable transport system. Many poor girls have sacrificed their bright career.
The irregular, scanty and inadequate govt. assistance is towards worsening every year. Due to paucity of funds, we are unable to purchase a school bus. We wish to motive the children towards learning by availing a school bus which will pick up them from respective villages and drop at our school campus. In the evening, it will safely leave the children at their home villages. This will make EDUCATION pleasure for all. Thus the saved time and energy could be utilized towards home work, extra curricular activities and sports in the school. In the vacation period, the bus could be used for their educational tour and excursion.
I earnestly request you to donate a new or used 32 seater School Bus. Donations made to SSM are 100% exempted under 35 AC of Income Tax Act. SSM has excellent infrastructure and resources in all respect to implement the program. A small, reasonable amount could be collected from the students to sustain the services.

According to an e-mail from Juan Carlos Cook, communications coordinator of the Mississippi Immigrants Rights Alliance (MIRA) in Jackson, “most of them had worked at Howard Industries for a long time. They had already settled into our community, established families, attended churches and contributed to the economy of our city, our county, our state and our country.”
Cook noted that 595 workers were jailed and immediately put into deportation proceedings. Also, more than 2,000 family members were separated from one another, including scores of children who were left alone.
With aid from MIRA and faith-based organizations, the workers have struggled to recover. Many of them are still residing in the area and are engaged in an on-going effort to defend their rights as migrant workers in the United States.
The e-mail states that “the vigil will recognize the contributions that the immigrant community has made to Laurel and our state. It will raise awareness of the devastation that this unjust act has caused — the profound effect on our community and its families, the economy and the infrastructure.”

Contributions from the church members would go a long way, a lot farther than here, to providing food, medical care and educations in the countries these illegal aliens come from. From that matter, I know of a large number of churches that have missionaries in developing countries. Definitions

(i) "Primary Mission Essential Functions," or "PMEFs," means those Government Functions that must be performed in order to support or implement the performance of NEFs before, during, and in the aftermath of an emergency.
Policy
(3) It is the policy of the United States to maintain a comprehensive and effective continuity capability composed of Continuity of Operations and Continuity of Government programs in order to ensure the preservation of our form of government under the Constitution and the continuing performance of National Essential Functions under all conditions.
Implementation Actions
(4) Continuity requirements shall be incorporated into daily operations of all executive departments and agencies. As a result of the asymmetric threat environment, adequate warning of potential emergencies that could pose a significant risk to the homeland might not be available, and therefore all continuity planning shall be based on the assumption that no such warning will be received. Emphasis will be placed upon geographic dispersion of leadership, staff, and infrastructure in order to increase survivability and maintain uninterrupted Government Functions. Risk management principles shall be applied to ensure that appropriate operational readiness decisions are based on the probability of an attack or other incident and its consequences.
